I can see why the original Puck would be so upset. Imagine that somehow you lost your identity… I mean everything.
Your name, your job, everything you own, etc.
Now imagine running into someone that somehow has taken over your old position… and (in Puck’s case) now wields the mighty weapon that was once yours alone.
I’d be a mess too.

Considering Puck’s spell apparently specifically chose Goat and trained her to be the next Puck, Goat has nothing to feel bad about.
She’ll probably feel bad about it anyway.
She does feel bad. But she has no reason to. Of course it’s not all guilt…it’s empathy as well

And it’s doubly sad for him. Even as a human he lost his job to someone else. Then he realizes his true identity and he’s been replaced there as well
